The Board of Tenders and Auctions revealed that it has launched more than a thousand tender and bids during the year 2024, with a rise of 15% for the bids received from suppliers and contractors, while the bases recorded more than 2000 tender and a bid of a value of more than 2.1 billion dinars, and an increase of 25% compared to 2023.
This came in the summary of the council’s operations for the past year, where the council confirmed that during 2024, the Council was able to achieve a series of achievements that reflect its commitment to enhancing integrity, transparency and increasing competitiveness, where (1037) tender and bid were presented, while the number of bids received from suppliers and contractors recorded an increase of (15 %), to increase (4809) to (5554) bids, which provided options The broader for the disposer, and contributed to improving the quality of the offers presented.
The council indicated that the values of the anchored theses recorded remarkable growth, as (2032) amounted to a value and a value of more than 2.12 billion dinars, an increase of (25 %) compared to the previous year. In the context of strengthening the business environment and increasing participation, the electronic tender system witnessed an increase in the number of contractors and suppliers registered by (9.8 %), bringing the number from 11423 to 12547, which reflects the growing confidence in the council’s procedures and its pivotal role in supporting the national economy.

The Board of Tenders and Auctions affirmed its achievement of prominent standard achievements in raising the speed of response to the requests received from government agencies, suppliers and contractors during the year 2024, in a way that is consistent with its commitment to providing a sustainable added value to partners from the disposable bodies, suppliers and contractors, within the framework of its strategy to enhance efficiency and transparency in government tenders, as the rate of response to requests increased during the requests 14 days or less to (98 %) compared to (90.4 %) in the year 2023, while the percentage of requests dealt with within a week or less (85.2 %) compared to (69.7 %) last year.
The speed of the completion of applications during 14 days or less increased by (7.6 %) witnessed during the past year compared to the same period last year, despite the high number of requests by (13.5 %), with a total number of 15,608 requests.
136 tender for “Small and Medium” at 80.5 million dinars
In implementation of the Council of Ministers ’decision on supporting small and medium enterprises, and in line with government efforts to support these institutions, the processes of tenders and auctions during the year 2024 witnessed an increase in the number of tenders and auctions on small and medium enterprises by (36 %), as 294 government tender and auction were awarded to 136 small and medium enterprises, with a total value 80.5 million dinars, which constituted (9.2 %) of the total leakage values, after excluding tenders of a special nature.
The 1997 Tenders and Auctions Council approved prior rehabilitation request during the past year, which reflects the efforts made by the Council to increase the number of qualified companies, in order to ensure that government projects are assigned to contractors who have all the required capabilities and conditions, and during the past year the Council published purchasing plans for 60 dedicated entities.
Revenue for more than a million dinars, an increase of 14.2 %
Within the framework of achieving the goals of the financial balance program, the Council continued to implement effective strategies to improve the efficiency of collection processes and enhance financial performance, as the Council achieved exceptional results during the year 2024, represented in the registration of record revenues of 1.042 million dinars, compared to 912.83 thousand dinars in the year 2023, an increase of (14.2 %), and the revenues resulting from selling tender documents reached 597.933 thousand Bahraini dinars, compared to 517.235 thousand dinars in 2023, while the revenues of the publication of advertisements on the website reached 444,555 thousand dinars compared to 485,600 thousand dinars in the year 2023.
Achieving savings of 218 million dinars
The Council was able to achieve financial savings in the credits allocated to government tenders and auctions amounted to 218 million dinars, by continuing the efforts made in urging the disposable bodies to launch their tenders through the electronic tender system in order to reach the contract with the best bidding and the least price, which led to the receipt of many competitive offers provided by suppliers and contractors, and this achievement is one of the most prominent The obligations of the Council and its keenness to preserve public money, as well as enhance transparency and integrity in government operations in line with the goals of the law.
Developing 6 government services
During the past year, the council has completed the development of 6 government services directed to suppliers, contractors and the disposable authorities, in implementation of the directives of His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince, Prime Minister regarding the development of 500 government services in 24 entities, as these efforts came within the goals of the government program (2023-2026) to support digitization of services and achieve sustainability and efficiency in providing them.
Among these services, which have been developed, is the service of preparing tenders that contribute to facilitating the process of preparing tenders for suppliers and contractors, which contributes to accelerating procedures and improving coordination between the relevant authorities.
The tender assessment and tender evaluation service, which allows the evaluation of the bids provided according to accurate criteria, has also been developed, which contributes to achieving transparency and integrity in the awarding of tenders on qualified companies, in addition to the service of extending the validity of bidding and primary guarantees, which saves time and effort for contractors and suppliers through the possibility of extending the validity of bidding and primary guarantees easily and conveniently.

The Council has prepared a unified model for the report on evaluation of tenders and auctions to ensure complete compliance with the evaluation process and receiving integrated reports.
This unified model aims to accelerate the decision to negotiation, awarding, and cancellation requests, ensuring that the demand is fulfilled and included in all the required information, which contributes to raising the efficiency of the workflow, enhancing the quality of evaluation procedures, and reducing the time and effort made in preparing reports.
