Headed by Ahmed bin Salman Al -Muslim, Speaker of the House of Representatives, the House of Representatives held this morning, Tuesday, April 22nd, its twenty -seventh regular session of the third annual session, from the sixth legislative term.
After the session, Eng. Mohamed Ibrahim Al -Sisi Al -Buainain, Secretary -General of the House of Representatives, made the following statement:
• From the item of reminiscence:
1) The council was notified of the message received from His Excellency the Minister of Affairs of the Shura Councils and the deputies and attached to it the speech of His Excellency the Minister of Legal Affairs, the Agency’s Minister of Labor, who included his apology for not attending the session.
2) The council was notified of the message received from His Excellency the Minister of Affairs of the Shura Councils and the deputies and attached to it the speech of His Excellency the Minister of Justice, Islamic Affairs and Endowments, which included its apology for not attending the session.
3) The Council approved the request submitted by a number of His Excellency Representatives regarding the organization of the labor market and the seizure of foreign workers in Bahrain.
• In the item of the messages received: The Council reviewed the letter received from MP Muhammad Jassim Al -Alaiwi regarding the request of its withdrawal from the membership of the Parliamentary Investigation Committee regarding the effectiveness of the housing plans and programs submitted by the Ministry of Housing and Urban Planning, and the vote was postponed to the next session due to the lack of a majority of approval or rejecting when taking opinion on the request.
• Then the council reviewed the answers of 5 questions for the owners of happiness, the deputies and were commenting, and they are:
1) The Minister of Tourism answered the question submitted by His Excellency Deputy Basma Abdul Karim Mubarak about the number of employees in the ministry and the number of Bahrainis compared to foreigners.
2) The Minister of Tourism answered the question submitted by His Excellency Representative Mohamed Hussein Janahi about the existence of a plan by the Ministry to urge or encourage tourism companies to use Bahraini tourist guides as they are more familiar with Bahraini culture and history.
3) The Minister of Tourism answered the question submitted by His Excellency Representative Hassan Eid Bouhmas on the number of hotels, hostels and restaurants for tourism services and furnished apartments on a daily or weekly rent and others.
4) The Minister of Industry and Trade answers the question submitted by His Excellency Representative Hassan Ibrahim Hassan about the ministry’s plan to support commercial records to ensure their continuation in the market and to enhance the role of the complexes as a tourist interface.
5) The Minister of Industry and Trade answers the question submitted by His Excellency Representative Hamad Farouk Al -Dawi about the number of active commercial records registered, whether they are restricted by the names of non -Bahrainis or to institutions jointly owned by Bahrainis and non -Bahrainis until the date of presenting this question.
• In the project clause by law: The House of Representatives reviewed 3 reports in its session, and the Council decided to approve it in total and refer it to the Shura Council, as follows:
1) Report of the Financial and Economic Affairs Committee regarding Bill No. ()
For a year amending some provisions of Law No. (9) for the year 2016 regarding specifications and standards, accompanying Decree No. (2) for the year 2025.
2) Report of the Services Committee regarding a draft law (formulated based on the proposal of the law “in its amended form” from the House of Representatives) to amend Article (18) of Decree Law No. (78) of 2006 regarding insurance against disruption.
3) Report of the Public Utilities and Environment Committee regarding a draft law (formulated on the proposal of the law “in its amended form” from the House of Representatives) to amend some provisions of the Real Estate Rental Law issued by Law No. (27) of 2014.
• Then the council discussed the item of the proposals with the law of 3 reports, and the council decided to approve it and refer it to the government, and they are:
1) Report of the Financial and Economic Affairs Committee regarding the proposal of a law by adding a new paragraph for Article (4) of the Decree of Law (41) for the year 2002 on the policies and controls of privatization.
2) Report of the Services Committee regarding the proposal of the law (in its amended form) to amend paragraph (c) of Article (27) of Law No. (19) of 2006 regarding the regulation of the labor market.
3) Report of the Services Committee regarding the proposal of a law by adding a new item number (8) to paragraph (C) of Article (8) of Decree Law No. (78) of 2006 regarding the insurance against disruption.
• After that, the council moved to the proposal clause with a desire and discussed 5 reports, as the council decided to approve it and refer it to the government, and they are:
1) Report of the Financial and Economic Affairs Committee regarding the proposal with a desire for the Ministry of Industry and Trade intensifying and improving the quality of professional control over the accounting sector, holding the books, and the auditing sector and taking measures regarding violations.
2) Report of the Foreign Affairs, Defense and National Security Committee regarding the proposal with a desire for giving firefighters a dangerous allowance and making an insurance umbrella.
3) Report of the Services Committee regarding the proposal with a desire to allocate a land to build a football field in the village of Jadaali.
4) Report of the Services Committee regarding the proposal with a desire regarding the establishment of a sports and social center for women that serves both the eighth and tenth district of the Southern Governorate (Khalifa City, Joe, Askar and Al -Dour).
5) Report of the Public Utilities and Environment Committee regarding the proposal with a desire to facilitate the procedures for granting building permits, and to exempt construction work (expansion or addition) that does not exceed 100 square meters of engineering supervision condition.
• Under the item of the new works, the council agreed to include 5 proposals with a desire (as a rush) under the item of the new works, and decided to agree to it and refer them to the government, namely:
1) The suggestion of a desire (as a rush) regarding the esteemed government directing the Ministry of Labor to open an immediate investigation into cases of closing the files of the unemployed on the pretext of rejection, which later shows that the job offers offered were from fake companies that do not exist on the ground, with the necessary measures to ensure the rights of the unemployed, and hold any party or official to prove his shortcomings or manipulation of this data
2) The suggestion of the desire (as a rush) regarding the taking of the work fund “enabling” urgent measures to ensure the continued disbursement of the wages of nurseries and kindergarten, and to support the continuity of their employment throughout the year, and not only during the semester.
3) The suggestion of the desire (as a rush) to create a housing service under the title (Land with a loan) for the owners of the monthly income from 400 to 800 dinars.
4) The suggestion of the desire (as a rush) regarding the immediate end to display the Snow White movie in all cinemas in the Kingdom of Bahrain.
5) The suggestion of the desire (urgent) to stop burial operations in the Washt Al -Azm area.
