After a 4 -hour discussion, the House of Representatives approved a draft law amending Article 18 of Decree Law No. 78 of 2006 regarding the insurance against disruption, which includes an increase in the malfunction subsidy from 200 dinars to 300 dinars per month for the unemployed for employers with university qualifications, and from 150 dinars to 250 dinars for the disrupted by others.
Representative Hassan Ibrahim said: Young people want to work, there is no objection to raising the allowance, and there are cases of employees who start work, the company stumbles, and the government replied that the amounts create a lazy generation, indicating a minority, and the blame falls on the government in providing liquidity for the private sector, explaining that everyone suffers from the lack of liquidity in the market, and the merchant cannot sleep; Because he is afraid that he cannot provide the salaries of its employees, and it is not correct for the fund’s surplus to finance older women in other matters, which must be invested to achieve its goals.
Representative Hamad Al -Dawi said: “The unemployed wants a job, and he does not want to receive a disruption, why does the fund’s budget not invest in implementing projects?”
As for Representative Khaled Boualneh, he said: “We are with the proposal of the increase,” noting that the financial and administrative supervision bureau spoke about paying subsidies for up to 14 years. Is this a decent life for the citizen, especially since the increase is pressure on the state to provide job opportunities.
The head of the Services Committee, Jalila Al -Sayyid, said that: “The program of disruption is automated, and the employee does not meet the unemployed, only an automatic system, and we have housewives who raise the number of the unemployed, it must be resolved for them, while MP Zainab Abdel -Amir considered that: the disruption has turned from a temporary subsidy to a permanent subsidy, why is the unemployed for the continued receipt of the subsidy for several years?
For his part, the Chairman of the Financial and Economic Affairs Committee, Ahmed Al -Salloum, expressed that the responsibility for providing a subsidy and providing social safety to the unemployed is the responsibility of the Ministry of Social Development, not the Ministry of Labor. He stressed the necessity of reassessing the strategy followed in granting many bonuses to the unemployed to ensure the best benefit from the available resources. Al -Salloum explained that the youth of Bahrain have distinguished skills and capabilities in various fields, which makes them a vital element in advancing economic development in the Kingdom. He stressed the importance of exploiting these energies by integrating them into the “Opportunities” program, which aims to train them and develop their skills so that they can compete in the labor market and achieve job stability.
Representative Mahmoud Verdun asked: The one in the lists of the unemployed, and he has never worked or worked for a year and less, must take his right more than the unemployed who was disrupted after a year and more, does he make sense to send him a course to make a CV?
Representative Jalal Kazem said that the amounts allocated to the insurance program against disruption are capable of financing major national projects capable of attracting Bahraini competencies and providing real and sustainable job opportunities, stressing that raising the financial allocations for the unemployed representing a “temporary patchy solution” that is not consistent with the national orientation towards enabling the citizen of job safety and a decent living.
