The Municipal Council of Muharraq submitted a recommendation to the Minister of Municipal Affairs and Agriculture, Wael Al -Mubarak, to refer the Director General of the Municipality of Muharraq to the investigation, against the background of his completion of an investor contract that lasted on land in the Arad region for 25 years, and to remove him from the site without a judicial ruling, in addition to concluding a new contract with another investor without offering the project in the Board of Tender and Auctions, in a move described by the council as “illegal”.
The session witnessed the absence of the general manager, as he was not present during the session to hear his justifications, while the Acting Director of Lamia Al -Fadala was present instead.
The Vice -President of the Municipal Council of Muharraq, Saleh Bouhaza, stated during the council session yesterday, that there is an investor for a land in the Arad region 25 years ago, and his contract was supposed to end this year, but the former director of the municipality Ibrahim Al -Jowder reduced the contract period to end in 2024, that is, a year before the date.
Bouhaza added that after the appointment of the general manager of the municipality of Muharraq, the new director did not want to renew the contract with the investor, explaining that the investor does not use the land. He explained that the municipality had 3 types of contracts: the first requires that the owner work himself on the ground, and the second allows the owner to rent the stores, and the third is allowed to rent the entire land in the interior.
He pointed out that the investor was leasing the entire land in the interior, and pays the municipality of 2300 dinars, and these contracts are documented and signed by the former general manager.
He stressed that the current general manager did not renew the contract with the investor, and instead it concluded a new contract with another company, without being offered in the Board of Tender and Auctions, considering that this procedure is illegal, especially since the former investor was removed from the land without the issuance of an order from the court.
Bouhaza explained that the council had previously demanded the formation of an investigation committee, and the agent responded that the contract was over, but that Bohaza confirmed that the municipality does not have the right to remove the investor without a judicial order, especially since the investor submitted a request to renew the contract for more than 3 times, and he was committed to paying rents for 25 years.
The council called for a vote to raise a recommendation to open an investigation, and the council’s vote came with the approval of the majority, as all members agreed with the exception of the Speaker of the Council, Abdulaziz Al -Nida.
