Government: “Exemption of disputes from fees” is achieved and lacks studies

The government has seized a parliamentary draft law to amend Article (3) of Decree Law No. (22) of 2019 regarding mediation for disputes settlement, as the draft law aims to facilitate the conditions of registration and renewal in the agenda of middle schools in the Ministry of Justice, Islamic Affairs and Endowments by exempting accredited intermediaries from paying registration and renewal fees in this schedule.

The government indicated that the purpose of the draft law is achieved through the existing legislative text, and that the proposed bill lacks the fundamental studies necessary for it.

The government noted the violation of the proposed bill for the legislator’s approach to organizing professions, as the legislator was keen to organize the professions in the laws regulating them, such as law, health professions, engineering, mediation, and others, and set conditions for the practice of these professions, and to register those who practice them in the tables prepared for this purpose, which specify their categories, registration fees and renewal, in a way Who is authorized to practice it, for example in the legal profession shall issue a decision of the Minister on Justice Affairs after the approval of the Council of Ministers specifying the fees for the registration in the schedule of this profession in accordance with Article (7) of Decree Law No. (26) of 1980 to issue a law law, and in health professions the Supreme Council specifies the categories of fees due on granting and renewing licenses to practice health professions, after approval of the Council No. (5) of Paragraph (1) of Article (6) of Law No. (38) for the year 2009 establishing the National Authority for Regulating Health Services and Services, and in engineering professions it is issued by determining the prescribed fees categories of a decision by the Council of Ministers based on a proposal from the minister in accordance with the provision of Article (16) of Law No. (51) for the year 2014 regarding the regulation of practicing engineering professions. In the real estate mediation profession, a decision of the Council of Ministers is issued on the proposal of the Board of Directors of the Real Estate Regulatory Agency.
