The Electricity and Water Authority decided the controversy over what was raised about the privatization of the sector, explaining that the strategic framework that the authority follows does not turn towards the privatization of the electricity and water sector, but rather is based on the organization of the sector.
The authority revealed that work is currently underway to study the preparation of a draft law to regulate the electricity and water sector and complete the necessary procedures to separate the operation and maintenance process from regulating and monitoring, in pursuit of the best international practices in this field, and in line with the follower in the countries of the Cooperation Council in which the electricity and water sector has already reorganized.
This organization aims, through the separation between the organizer and the operator, to enhance transparency, governance and operational efficiency, while taking care to protect consumer interests and ensure the quality and reliability of the services provided.
In its response to the question of the deputy, Dr. Maryam Al -Dhawan, that the Ministry is working in cooperation with the Electricity and Water Authority to implement a comprehensive strategic plan that includes several initiatives to develop the various joints of the sector aimed at achieving financial balance, improving the infrastructure to provide reliable and high -quality services, enhance the quality of operations and subscribers services, in addition to attracting competencies and developing national skills.
She stated that the organization of the electricity and water sector as mentioned above will have a positive impact on the sector in general, as the organization will enhance control over operational expenses and procedures for evaluating the feasibility of capital investments in the sector, in order to ensure the highest levels of efficiency, enhance transparency and trust and improve the ways to use the available financial resources in an optimal way.
Regarding the quality of services provided to citizens, the authority said that the organization of the sector will result in the existence of a supervisory body that follows the level of services provided and the extent of adherence to the standards of quality, reliability and transparency, which will have an impact in terms of improving the level of services provided.
She pointed out that the organization of the electricity and water sector is taking place according to a plan that takes various aspects of the relevant, in any way, this process does not have social or economic dimensions on citizens, as it mainly deals with the separation of operation and maintenance from organizing and monitoring.
She emphasized that government support is applied in accordance with a number of criteria and conditions based on the approved sectors of the accounts supported in accordance with Ministerial Resolution No. (1) of 2016 regarding the tariff for electricity and water consumption.
The commission indicated that it is not expected that the process of organizing the sector will have negative effects or damages on the situation of national employment in the Electricity and Water Authority, as the process is not based on the concept of privatization, but rather on organizing the sector as shown in advance.
