The Shura Council Affairs Committee of the Shura Council discussed in its meeting today (Monday) headed by His Excellency Mrs. Lina Habib Qasim, a draft law amending some provisions of the law of reform justice for children and protecting them from ill -treatment issued by Law No. (4) of 2021 AD, facilities for Decree No. (95) for the year 2024 AD.
The committee discussed the draft law that aims to ensure that the Child Protection Center contributes to preparing judicial tests for children, increasing the measures that can be taken towards the child, enabling the concerned authority in the Ministry of Interior to participate in following up its affairs, and submitting an application for termination, amendment or replacement of the measure at any time.
The draft law permits the ruling in the crime with measures when there is an excuse or a reduced circumstance in the crime, and to enable the court to monitor the extent of progress the child achieves during his implementation of the punishment, as the draft law aims to support and support the Child Protection Center in follow -up and enhance control over the implementation of measures.
The committee discussed the articles of the draft law subject to amendment, which aim to enhance alternative measures by focusing on specialized reform programs instead of traditional penalties, which guarantees a more just environment for children, as the amendments to expand the role of the competent authorities such as the Child Protection Center and the Ministry of Interior to follow up the implementation of alternative penalties and reform programs, as well as giving courts wider powers to enable them to monitor the extent of children’s progress during the implementation of penalties, and ensure achievement of goals Correctional.
During the meeting, the committee reviewed the decision of the House of Representatives on the draft law, and the committee also reviewed an introductory presentation of the draft law prepared by the legal advisor of the committee, which indicated that the legislation aims to improve and develop the law of reform justice for children and protect them from ill -treatment, and seeks to strengthen the legislative system to protect children and develop the mechanisms of reform justice and expand alternative measures in order to qualify children and integrate them into society, and decided The committee at the same meeting is to invite the concerned authorities to discuss the draft law.
