The Minister of Municipal Affairs and Agriculture, Wael Al -Mubarak, issued Resolution No. (31) of 2025 regarding the executive regulations of the pesticide system (Law) of the Gulf Cooperation Council states approved by Law No. (37) of 2005, which regulates the manufacturing, importing, exporting and storing pesticides, and prohibits the use of 295 types of pesticides. The decision includes details of the request for registration of pesticides and banned and restricted pesticides, the conditions for manufacturing and equipping pesticides, as well as controls for the use and analysis of pesticides and import and export controls, where it must be obtained prior permission to do so, and the conditions that must be met in the pesticide store and store, transportation and pesticide disposal.
In the attachment of the executive regulations, the decision mentioned the list of restricted pesticides, which numbered 61 pesticides, while the number of banned pesticides was 295 pesticides.
In Article (2) of the decision, dealing in pesticides has been banned for the competent authority to register pesticides that may be imported, exported, manufactured, traded, traded or used in the Kingdom, and it is not permissible to import, export or manufacture, equip or re -fill, circulate, trade in pesticides or use them in the Kingdom except after registration with the competent authority in accordance with the rules and procedures stipulated in a system (law) Pesticides for the Gulf Cooperation Council states approved by Law No. (37) for the year 2005 and this regulations, taking into account the cases stipulated in Paragraph (B) of Article (26) of these regulations regarding the import and export of pesticides.
It is also not permissible to manufacture or equip pesticides unless the person is licensed to do so from the competent authority, and it is not permissible to manufacture or equip the pesticides, import, export, circulate, trade in it or use them in the Kingdom if they are banned by the Ministry, according to annex No. (2) accompanying these regulations.
The second chapter of the decision touched on the process of registration of pesticides, as the competent authority has a committee to register pesticides that will be responsible for registration of pesticides in the Kingdom and to carry out the tasks that are entrusted to in accordance with the provisions of these regulations. The formation of the committee shall issue a decision of the minister to include in its membership the relevant authorities after coordination with those authorities, and the decision issued to form the committee shall specify the rules regulating its work.
