The Official Gazette published in its issue today, the Ministry of Interior Resolution No. 349 of 2025, regarding the martyrdom of Colonel Fathi Swailem, who was martyred in the famous Fayoum Bank incident, where it decided to promote it to the rank of dean in an exceptional capacity and considering it from the martyrs.
The first article of the decision stipulated that the death of Colonel Fathi Abdel Hafeez Abdel -Moneim Hassan Swailem – the officer in the Fayoum Security Directorate, who died on 1/21/2025 – is counted as part of the martyrdom cases mentioned in the Police Authority law as a result of security operations and because of it.
While the second article of the decision stipulates that the name of the martyr Colonel Fathi Abdel Hafeez Abdel -Moneim Hassan Swailem – exceptionally to the rank of the dean from the date of his martyrdom.
This came after reviewing Law No. 109 of 1971 regarding the Police Authority and its amendments: Ministerial Resolution No. 1652 of 2004 regarding the reconstruction of the Committee for Examining the Conditions.
Fayoum Bank accident

To bless him with his mercy and inspire his family patience and solace.
The bank said in a statement: In order to ensure the safety of the attendees, whether dealers or employees, the branch was evacuated immediately, and none of them was injured, to contain the situation completely and urgently, as the protection and safety of lives is at the top of the bank’s priorities.
The bank added: The incident, in its details, is subject to the investigations of the Public Prosecution, and we thank the state’s security and civil agencies for their immediate response and we commend the role of its internal ministry in preserving the security and safety of citizens, and the Bank of Egypt continues to provide its work naturally.
