The Minister of Social Development, Osama Al -Alawi, issued a decision to form the Board of Directors of the Child Welfare House, “and it is affiliated with the Ministry of Social Development.
According to the decision, the Council is formed headed by Her Highness Sheikha Noura Bint Hamad bin Isa Al Khalifa, and the membership of: Undersecretary of the Ministry of Social Development as Vice President, Vice President of Government Hospitals, President of the Family and Children’s Prosecution, Director of the Nationality Department, Director of Family Carpet Department, Director of Licensing and Follow -up Department of Early Education, representatives of civil society organizations concerned with childhood sponsorship, and representatives Social and psychological and educational rehabilitation.
The representatives stipulated in the 7 and 8 items of the previous paragraph are chosen in coordination between the Minister of Social Development and the Chairman of the Council.
The term of membership in the council is 3 years, renewable for a period or for other similar periods.
The Council is concerned with the general supervision of the childhood care house management, the formulation and implementation of policies related to the protection of children deposited in the Child Welfare House, and to ensure the application of the highest social welfare standards approved in accordance with national laws and relevant international agreements, and in order to do this he has the following tasks:
1- Setting public policies and strategic directions of the Child Welfare House to ensure the provision of a safe and stable environment for children deprived of family care.
2- Establishing the annual operational plans to ensure the development of services provided in the Child Welfare House, in accordance with national and international standards.
3- Supervising the implementation of educational, rehabilitation and training programs in coordination with the relevant authorities to ensure the integration of services provided to children.
4- Ensuring the commitment of the Child Welfare House to international standards for the protection of children from all forms of violence, exploitation and abuse, according to international agreements related to child.
5 – Setting mechanisms to follow up the evaluation of the performance of the Child Welfare House and prepare periodic reports on the quality of the services provided.
6 – Coordination with the private sector, international organizations and donors to ensure sustainable financing for the Child Welfare House and the development of care and rehabilitation programs.
7- Setting controls and procedures related to the acceptance of children in the Child Care House and to follow up the implementation of individual plans for them to ensure their societal integration after reaching the age of independence.
8 – Coordination with the competent security and judicial authorities regarding the cases of children who are subject to neglect or abuse within the family to ensure their immediate protection.
9 – Adopting financial plans and financial resources management of the Child Welfare House to ensure the sustainability of services in accordance with the financial systems approved in Bahrain.
10- Proposing projects of the internal and organizational regulations of the Child Welfare House and its amendments to ensure the organization of administrative, financial and operational work in accordance with best practices.
The Director of the Social Welfare Department at the Ministry of Social Development is the Secretariat of the Council of the Council, including writing down the records and preserving the documents and records of the council, as well as carrying out all other tasks assigned by the Council or its president in its field of work.
The council meets at the invitation of its president periodically every 3 months at least in the place and time that it determines. Its conclusion is not correct except in the presence of the majority of its members, provided that among them is the president or his deputy.
The Council issues its decisions and recommendations by the majority of the votes of the members present, and when the votes are equal, the side of which the president of the meeting is likely.
In order to perform its duties, the council may form sub -committees to carry out any tasks related to the council, and this is proven in the minutes of the sessions, provided that the sub -committee shall submit a report on its work to the council as soon as its work is completed.
The council may seek the help of its duties with the experience and specialization in its field of work to attend its meetings without having a counted voice in the decisions or recommendations it takes.
The Council shall submit to the Minister of Social Development an annual report that includes: evaluating the performance of the Child Welfare House during the past year, the recommendations and proposals necessary to improve the quality of services provided in the Child Care House, a financial report on the Child Welfare House in accordance with the financial and accounting assets in force, and the level of cooperation of the Child Welfare House with government and private agencies, for the aspect of donations, donations and financial contributions allocated to the Child Welfare House.
