Government law for “guaranteed transactions” to improve performance in financial services

The government has referred to the House of Representatives a government law on the issuance of the guaranteed transactions law, accompanying Decree No. 11 of 2025. It aims to improve the performance of the Kingdom of Bahrain in the field of financial services, one of the ten areas in which the report is concerned with the readiness of B-RADY, issued by the World Bank Group, for the purpose of assessing the business and investment climate in various countries of the world.

The law also aims to support the development of the private sector by enabling its institutions to maximize the benefit of its assets, which allows them to obtain financing at a lower cost using these assets as guarantee, while continuing to operate them and benefit from them, and setting a unified system of rights guarantee applies to all types of movables, except for movables excluded in the draft law, as it aims to fill any legal loopholes and avoid contradiction between different legal systems that may apply to Warning rights, aims to regulate economic transactions and encourage investment in the Kingdom, while protecting investor rights. This would enhance the Kingdom of Bahrain’s position on global indicators as one of the countries that attract investment.
