The budget is an employment of public resources to achieve the goals of the state, that is, it is one of the tools of general economic policy that is supposed to achieve clear and agreed goals for us such as economic growth and improving the level of individual income and the quality of life and sustainability, and these goals are measured after setting long -term plans, meaning a decimal or five -year plan in order to show its results and we can touch them.

As a reminder, the budget has passed throughout the previous years in agreement between the two authorities. On it today, to know if it is useful to continue the same approach or not?

We need numbers that exist, but they need to offer, explain, publish and circulate.

The major questions must be transparent in its presentation, as the issue does not bear overwhelming, camouflage or procrastination in the answer.

Why did our general debt increased over the past six years after passing three budgets and reviewing its final accounts? Consequently, the benefit over the general debt increased, does the budget address this dilemma?

Our financial deficit has increased and doubled despite all the efforts made to reach the balance point. Does the budget address this dilemma?

It is important to know whether our economy will remain rentier or not? Any economy based on the government “support” policy of goods and services?

And to know what is the impact of the policy of support on the size of our general debt, the benefits of it and the deficit, all of these questions need an answer to know if the budget in its current form will get us out of the bottleneck or not?

These are very important indicators of the results of our economic policy, and the budget passes may be its legitimate justifications. Rather, the “budget” was presented to the legislative authority and listening to discussion is an opportunity to answer these major questions, and regardless of what will be said in the Shura today, but these questions are present with people.

We come to indicators that measure the level of individual income and the impact of our economic policy – including the budget – specifically on this goal.

Do we have clear indicators to determine the area of class slides? That is, the layer of low -income and the middle class in particular, to know if we increase the expansion of the middle class as a desired goal and an indication of measuring the success of economic policy.

The problem of the policy of relying on the “support” that everyone is racing to give to the limited income layer is that it increases it does not reduce it, but does not improve its income in the way that enables it to move to the middle class due to the limited amounts of support in exchange for inflation and the costs of living and the high cost of the subsidized goods, meaning that it is like a housing that drains without a tangible result in the long run.

On the contrary, it is a policy that pushes this segment to stay at this level so that it can benefit from the call, and the highest segment prompts to give up seeking the high level of its income and is satisfied with the least so that it is not deprived of these privileges.

For example, no one wants to get degrees and promotions in his job and assume administrative responsibilities that he will not benefit from it, but rather that his income remains limited and gets a set of laws that increase his salary.

Another example; Who is calculated on the middle class and its salary is 1500 dinars (i.e. the slide that does not get support) cannot buy a house, but the supporter gets a housing unit.

As if we increase the expansion of the limited income slice, and even enhance the survival and reduce the middle class, this is a negative indication and negative effects and drain the resources, without improving the level of per capita income as a basic goal.

Then the question comes, how can we increase support for people with low incomes without having to borrow and increase the public debt? Do the reduction of administrative expenses – one of the permanent demands – can provide the cost of the calls and sang it from borrowing?

Once again, we all want to improve the level of the individual and increase the state’s revenues without relying on the citizen’s pocket (taxes), and we want to grow our economy and increase our resources and of course to pay our religion and whistle our impotence, and most importantly we want to understand and to be addressed and listen to multiple views and not be satisfied with “Instagram posters” to answer these questions!
