Representative Sarah Al -Nahhas, a member of the House of Representatives Health Affairs Committee, submitted a briefing to the counselor, Dr. Hanafi Jabali, Speaker of the House of Representatives, regarding the establishment of the Ministry of Health Pharmacies for the private sector within 35 general hospitals, according to its request.

Representative Sarah Al -Nahhas explained that this procedure represents an explicit withdrawal of the role of the Egyptian Ministry of Health in providing health and treatment services to patients, adding: The Ministry’s proposal to establish pharmacies for the private sector within 35 general hospitals in 20 governorates, and granting them the right of commercial concession (Franchise) for ambulances, in partnership with the Unified purchase authority, with the aim of improving financial resources for public hospitals, and the hospital gets 20% of Total pharmacy sales, a decline in the initial commitment of the Ministry of Health to citizens.
And she continued: This decision may lead to the Ministry’s transformation into the Ministry of Business Administration for the private sector, instead of being responsible for providing health care.
Discussions of deputies on the draft medical responsibility law
In another context, the House of Representatives Health Affairs Committee, headed by Dr. Ashraf Hatem, agreed, during a previous meeting, to be satisfied with the penalty of the fine only in the event of a medical error, according to the draft medical responsibility law and the safety of the patient.
The committee also agreed to approve the penalty of imprisonment in the event of a serious mistake, which is what all the participants in the meeting agreed, as they agreed that imprisonment is with a grave error only.
The new formulation of Article 27 of the draft law
The committee settled on a new formulation of Article 27 in the draft medical responsibility and the safety of the patient, which provides for:
Signature of a fine of no less than 100 thousand pounds and not exceeding one million pounds, for everyone who commits a medical error that caused certain damage to the service entitled.
The imprisonment of the penalty of imprisonment for a period of no less than a year and not exceeding 5 years, in addition to a fine of no less than 500 thousand pounds and not exceeding one million pounds, if the crime occurred as a result of a serious medical error.
